South Carolina was the 8th State to join the Union on May 23rd, 1788.

South Carolina Offers: Local Home Rule for I&R, Nominations, Legislative Referrals and Legislative Constitutional Conventions.

Signature Requirements:

  • Initiatives and Referenda – 15% of registered voters in the last municipal election.
  • Nomination: Small fee, convention appointment or signatures from 5% of active registered voters in the district.
  • Deadlines: Referenda are required to be filed within 60 days of the ordinance to be referred.

South Carolina Code of Laws 5-17-10 provides citizens in all cities and counties Initiatives and Referenda rights.
